The procedure for electronic invoicing is not the same in all German federal states. This page provides an overview of the requirements of the federal government and the individual federal states for electronic invoicing.
Direct federal administration
The direct federal administration comprises the federal ministries and their subordinate authorities.
The federal ministries are political departments of the federal government that are responsible for specific policy areas, such as the Federal Ministry of Health, the Federal Ministry of Finance, etc. These ministries report directly to the federal government and implement federal laws and regulations. Indirect federal administration
The indirect federal administration comprises federal authorities that are not directly subordinate to the federal ministries. These authorities are usually specialised institutions that perform certain tasks for the federal government, such as the Federal Network Agency, the Federal Office of Justice or the Federal Agency for Civic Education. Electronic invoicing in Baden-Württemberg
Since 1 January 2022, companies have been obliged to issue electronic invoices if they provide services for the public administration at state level.
Via Invoice-Portal.de you can create the XRechnung and send it directly from the portal via Peppol or e-mail to municipalities and authorities in Baden-Württemberg!

Electronic invoicing in Bavaria
No one has to send an invoice to public clients in electronic form.
Conversely, however, public clients in Bavaria are obliged to accept and process invoices in electronic form from 18 April 2020.
