The state of Berlin has set itself the goal of introducing e-invoicing across the board. However, invoice issuers who fulfil public contracts of the state of Berlin are not yet obliged to issue e-invoices.
However, the public contracting authorities of the state of Berlin must be able to receive and process e-invoices.
Permissible invoice formats are Universal Business Language (UBL), Cross Industry Invoice (CII) and ZUGFeRD (Profile XRechnung).
