Public contracting authorities in Bavaria are obliged to accept electronic invoices.

Summary:
Nobody has to send an invoice to contracting authorities in electronic form.
From 18 April 2020, state authorities are obliged to be able to receive and process electronic invoices in the above and below-threshold area (from €1,000 net) electronically.
For municipalities, associations of municipalities, district offices and other legal entities under public law subject to the supervision of the Free State of Bavaria, these obligations will initially apply from 18 April 2020 for the upper threshold range and, with a transitional period of two years from 18 April 2022, also for the lower threshold range (from €1,000 net).
Transmission channels:
In Bavaria, the invoice issuer can transmit the e-invoice to the invoice recipient by email as usual.

- XRechnung UN/CEFACT Cross-Industry Invoice (CII)
