France is embarking on a major digital overhaul of VAT compliance. Every French‑established business must be able to receive electronic invoices from 1 September 2026, with the largest companies also required to issue e‑invoices and transmit transaction data from that date.
The regime is built on two pillars:
The objectives of the reform are to reduce the VAT gap, combat fraud and ultimately enable pre-filled VAT returns by creating a continuous, structured data flow between businesses and the tax administration.
The rollout is phased to give companies time to adapt:
All businesses must be able to receive electronic invoices. Large enterprises and mid-sized companies (more than 250 employees or turnover above €50 million) must also issue electronic invoices and submit e-reporting data.
SMEs and micro-enterprises must begin issuing electronic invoices and complying with e-reporting obligations.
Important: All companies must be ready to receive e-invoices from September 2026, even if their issuing obligation begins later.
To comply with the French regime, invoices must follow one of three interoperable formats under the "socle minimal":
A hybrid format – human-readable PDF with embedded XML – popular among small businesses.
International XML standard compatible with the Peppol network, ideal for cross-border trade.
Cross-industry XML standard used for complex B2B transactions.
Simple PDFs or paper invoices will no longer qualify as compliant.
France's model features three core actors:
The central directory and data hub managed by DGFiP. It routes invoices between PAs and provides the tax authority with necessary information.
Government-approved platforms that validate invoices, apply business rules, transmit them to the buyer's PA, and forward required data to the PPF.
In-house or third-party software that creates invoices in Factur-X, UBL or CII format and connects to one or more PAs. They cannot connect directly to the PPF.
This hybrid architecture balances central oversight with the flexibility of private platforms and preserves the decentralised nature of B2B transactions.
With less than two years until the first deadline, businesses should begin preparing now:
Determine whether each transaction is domestic B2B (e-invoicing) or e-reporting (B2C, cross-border B2B).
Verify that your ERP can generate Factur-X, UBL 2.1 or CII. Ensure mandatory data fields are captured correctly.
Evaluate accredited platforms and decide whether to connect directly or via a Solution Compatible.
Develop procedures to aggregate and transmit summary data for B2C and cross-border transactions.
Ensure teams understand the Y-schema model and consider joining DGFiP's pilot testing in early 2025.
Failure to comply carries significant penalties:
Up to 50% of transaction amount (reduced to 5% for good-faith errors)
€15 per invoice, capped at €15,000/year
€250 per missing transmission, capped at €15,000/year
Fines up to €10,000
