On 14 December 2021, the law on electronic invoicing for public contracts was published in the Official Journal in Luxembourg.
This Regulation designates the Peppol European network as the common delivery network to be used by public entities for the automated receipt of electronic invoices.
The public entities shall use the Peppol common delivery network (the access point of the Centre for Information Technologies of the State CTIE) for the automated receipt of electronic invoices as long as they do not have their own Peppol access point.
The law only applies to public contracts and accordingly only creates obligations for operators involved in a public contract.
The obligation for economic operators to use e-invoicing will take effect gradually. Its effectiveness will therefore begin:
- for large economic operators on 18 May 2022;
- for medium-sized economic operators, on 18 October 2022;
- for small and newly established economic operators, on 18 March 2023.
