The UK government has confirmed a mandatory e-invoicing requirement for all VAT invoices from 1 April 2029, encompassing both B2B and B2G transactions. The planned implementation uses a 4-corner Peppol-like model to support structured invoice delivery without immediate e-reporting obligations — giving businesses time to prepare.
Belgium is set to mandate structured e-invoices for B2B transactions from 1 January 2026, with a 3-month grace period for early adoption. Manufacturers and suppliers must demonstrate serious efforts to send and receive compliant e-invoices — and Peppol formats are strongly favoured as the transmission mechanism.
Ireland officially plans the introduction of e-invoicing by 2028, modernising older invoicing frameworks and aligning tax processing with structured digital standards.
Poland’s national e-invoice platform (KSeF) continues its rollout with the latest draft regulations still pending final publication. The government has also released free testing tools and API integrations to help businesses prepare ahead of compliance deadlines.
The UAE Ministry of Finance published a new legal framework in late 2025, clarifying definitions, penalties, and provider accreditation for e-invoicing and e-reporting mandates. A Peppol-compatible B2B e-invoicing pilot is expected from July 2026, with phased implementation through 2027.
Malaysia adjusted its e-invoicing rollout by raising the turnover threshold for mandatory compliance and withdrawing the planned fifth phase of the MyInvois e-invoicing programme. The fourth phase rollout has also been delayed.

Industry and ecosystem players recently convened in Kassel, Germany, to assess the first year of the national e-invoicing mandate under Peppol, evaluate the new EN16931-1:2025 semantic standard, and collaborate on network stability and future growth.
German businesses are also being reminded that they must be prepared to receive e-invoices starting from January 2025 and fully issue/respond to structured invoices by 2028 under the Wachstumschancengesetz framework.
As more countries mandate structured electronic invoices, Peppol’s open, interoperable network continues gaining traction. It enables seamless invoice exchange, supports compliance with diverse national rules, and accelerates digital transformation. The trend toward multi-corner network models reinforces Peppol’s relevance for international trade.
Mandates are increasingly tied to real-time tax reporting and digital VAT systems, pushing organisations toward end-to-end automation. Peppol-based e-invoicing provides foundational data quality and transmission security for these evolving tax infrastructures.
Governments are balancing ambitious digital goals with phased implementation timelines, giving businesses transitional periods to adapt before full enforcement and penalties begin.
In late 2025, e-invoicing mandates continue to expand globally, with Belgium and the UK making significant progress toward structured invoice compliance, Poland and Ireland advancing regulatory frameworks, and the UAE piloting Peppol-capable workflows ahead of formal rollout.
The Peppol network remains central to this evolution, not only as a conduit for invoice exchange but also as a strategic enabler for future digital tax systems like ViDA. For businesses and solution providers, staying aligned with evolving Peppol standards, local mandates, and interoperable e-invoicing formats will be critical for compliance, automation, and competitive advantage in 2026 and beyond.
