Rhineland Palatinate e-invoice

Summary

• Starting April 1, 2025, e-invoicing will be mandatory for all invoices issued to public authorities in Rhineland-Palatinate, regardless of the contract value.

• E-invoices must comply with the XRechnung standard.

• The Leitweg-ID is mandatory and must be entered in field BT-10 of the XRechnung.

• Delivery is handled via a central platform, with internal routing based on the Leitweg-ID.

• The PEPPOL network is supported for submission.

• Separate PEPPOL IDs for each authority are not required.

Transmission Channels

  • Submission via a central PEPPOL ID for the state of Rhineland-Palatinate

  • Internal routing is based on the Leitweg-ID embedded in the XML invoice content

• Email

  • Submission by email is possible (email address depends on the receiving authority)

  • The XRechnung must be attached as an XML file

  • A central submission portal for e-invoices is available

  • Access is provided through an online platform (varies by authority)
