Berlin e-invoice

Summary:

From 27 November 2020, electronic invoicing will be mandatory for all contracting authorities in Germany in accordance with the E-Invoicing Ordinance (ERechV).
Initially, this obligation only applied to larger contracting authorities. From 1 July 2022, it will apply to all contracting authorities at all levels (federal, state and local), including the City of Berlin.

Formats:

XRechnung: The standard format for invoices to the public sector in Germany. It is an XML-based format.
ZUGFeRD: A hybrid format that contains both a PDF document for humans and a structured XML file for machines.
PDF/A: A format that ensures that the file remains readable in the long term, but is not machine-readable and is therefore not used directly in the e-bill.
